Languages Canada's Statement on Study Permits for Private Language Schools in Quebec

Languages Canada would like to provide an important update regarding study permits for language students in Quebec. The Government of Quebec has announced that new study permits (PALs) will no longer be allocated to private language schools.

Previously, Languages Canada’s Quebec-based private sector members were able to enroll students under study permits through affiliation agreements with DLI institutions. However, this pathway has now been eliminated. As a result, any private language program in Quebec currently offering study permits is in violation of Quebec’s education and immigration regulations. This applies to international students both arriving directly from their home countries and those already in Canada.

That said, it is important to highlight that this change does not impact students who:

  • Enter Quebec with a Temporary Resident Visa (TRV) or an Electronic Travel Authorization (eTA) for programs of six months or less.
  • Started a CAQ application before February 26, 2025—these students can still complete their process and obtain a study permit.

This means that all private language schools in Quebec can continue welcoming students for short-term programs, provided they meet the necessary entry requirements.

Languages Canada is actively working towards securing DLI recognition for private language programs in Quebec and remains committed to advocating for the interests of students and schools alike. We will provide more updates as the situation evolves.
