Languages Canada Launches Ontario Pilot of the Joint Pathway Program

Languages Canada has officially launched the Ontario pilot phase of the Joint Pathway Program (JPP), marking an important milestone in the revival of compliant, sustainable language pathway programs in Canada.

The launch event brought together public colleges and accredited private language schools to formally initiate participation in the Joint Pathway Program. The signing of Memoranda of Understanding (MOUs), captured in the photos below, represents the transition from concept to implementation.

As part of this initial rollout, Languages Canada has signed umbrella Memoranda of Understanding with ILAC, ILSC, Oxford International, Niagara College, and Sheridan College. These umbrella MoUs formalize each institution’s participation in the JPP framework with Languages Canada, establishing governance, oversight, and coordination mechanisms for the pilot phase. Humber Polytechnic also participated in the launch and is engaged in ongoing development discussions related to the Joint Pathway Program.

Institution-to-institution agreements between public and private partners will follow as the next phase of the pilot, inviting interested institutions to move from initial participation into active collaboration as readiness and implementation timelines are confirmed.

Institutions interested in exploring participation in upcoming JPP cohorts are invited to submit an Expression of Interest to begin the conversation.

A new model for language pathways

The Joint Pathway Program is a fully IRCC-compliant joint program model that allows accredited private language schools and public post-secondary institutions to collaborate within a single, integrated pathway. Students complete their language education across private and public partner institutions while remaining within one joint program framework and one study permit, leading to a single language credential and, subsequently, to a seamless transition into their chosen degree, diploma, or certificate program at the public partner.

The model responds to challenges in the language and international education sectors by improving compliance clarity, strengthening partnerships, and creating more predictable enrolment pipelines.


From pilot to national scale

The Ontario pilot is the first step in a broader national rollout. The JPP will be launched nationally at the Languages Canada Annual Conference, taking place March 11–14, 2026, in Calgary.

Conference programming will include several activities dedicated to the JPP, including:

  • A dedicated presentation
  • Structured partnership-building sessions between public and private institutions
  • Practical, implementation-focused discussions on compliance, program design, and recruitment
  • Business development and innovation sessions supporting growth and scale

These sessions are designed to move beyond ideas and support institutions that are ready to explore concrete collaboration opportunities.

What comes next

Following the Ontario pilot launch, Languages Canada will continue to support the sector by:

  • Working with participating members to build partnerships and document best practices
  • Engaging with IRCC and Trade Commissioners to help open the path for students and institutions
  • Conducting research to identify high-potential source markets and support coordinated recruitment efforts

Our ambition is to welcome 9,000 students annually through the JPP within the next few years—high-quality students aligned with institutional objectives and Canada’s broader priorities.
