The Joint Pathway Program (JPP)

A government-approved, IRCC-compliant model to rebuild language-to-academic enrolment pipelines through structured public–private collaboration.

Language Pathways Are Back, Stronger Than Ever

The Joint Pathway Program (JPP) restores seamless progression from language education into post-secondary programs through a structured, IRCC-compliant model.

Delivered jointly by an accredited private language school and a public college or university, the JPP supports predictable student progression while strengthening institutional oversight and compliance.

What is the JPP?

A fully IRCC-compliant joint language program delivered by an accredited private language school and a public college or university language program, resulting in a single language credential.

How does it work?

Lower-level language education is delivered by the private partner, followed by upper-level language education at the public partner. Students remain within a single joint program under one study permit.

Why does it matter?

For private language schools, the JPP creates a compliant pathway for study permit students and helps navigate PAL scarcity.

For public institutions, it offers a way to increase intake by partnering with trusted private partners and leveraging established recruitment pipelines in diverse markets.

The Joint Pathway Program was developed to address this challenge at a system level — safely, compliantly, and collaboratively.

Pilot Phase

The JPP pilot phase was launched in February 2026 with the following institutions to demonstrate proof of concept and lay the groundwork for future cohorts across Canada.

ILAC
ILSC
Niagara College
Oxford International
Sheridan
Kwantlen Polytechnic University

How It Works: Step by Step

Joint Pathway Program

Single language credential, shared delivery

Accredited Private Language School

Lower level language

Public College / University Language Centre

Upper level language
  • Public institution issues an LOA and PAL naming both DLIs and specifying the joint program.
  • Public institution conducts LOA verification and compliance reporting.
  • Public institution issues a conditional LOA for the academic program (outside the joint program).
Seamless transition into

Public College / University

Degree / Certificate / Diploma Program
  • On joint-program completion, public institution issues a full LOA.
  • Student applies for a study permit extension and maintains implied status.
